国际卫生经济学会会员、中国卫生经济学会常务理事，卫生部卫生工程建设咨询专家委员会委员、中国卫生经济网络执行委员会委员与专家委员会委员、陕西省卫生经济学会副会长、中华现代医院管理杂志常务编委、中国卫生经济杂志编委、中国卫生事业管理杂志编委等。

主持国家自然科学基金、国家社会科学基金、卫生部及与世界卫生组织、联合国儿童基金会、哈佛大学合作项目和陕西省政府等50多项科研项目。

主持的重大科研项目有：教育部哲学社会科学研究重大课题攻关项目——“病有所医”与中国健康保障系统研究；科技部“十一五”国家科技支撑计划重点项目——基本型乡镇卫生院技术集成模式研究；CMB项目“Policy Study on Improving Health Service Equity in Western Rural Areas of China”；CMB项目 “Payment System in Shaanxi Province”等。主持及参加的中国医疗保障制度研究、陕西省区域卫生规划、卫生资源配置、医疗服务价格和卫生服务体系、卫生总费用等多项研究，为各级政府提供了决策支持。
